that is John Oliver paddling out to a boat in Rockport harbor…he is a local mechanic and also will move your boat with a large trailer that he has…a good guy…he wiould probably like a copy of the photo…

A shame yes, but a victim of budget cuts, etc. This was federal, National Fish & Wildlife. My grandfater, Thomas Powers, was commandant of the Gloucester hatchery for a while. They moved him to build and run the trout Hatchery in North Attleboro, MA, in 1950.
