It looks like a chick peregrine falcon. Feathers are still a bit ‘fluffy” but the talons are definitely from a raptor. The beak hasn’t reached full development yet. Parents should still be in the area where this chick was found.

I think that that bird is a Cooper’s Hawk. The Male is smaller than female. He’s been around my house on Wheeler Point. I promised him a pound of hamburger if he would get the red squirrel in my yard.
