Wasn’t I-4 C-2 that strip of land along Rogers Street where there was some contention about what use was appropriate for it? As I recall, the idea was to make sure that its use would be consistent with the maritime heritage of Gloucester. Didn’t it sit vacant for a long time because no one could agree what sort of business should be there, so that the double meaning of the sign would be that it *should* be occupied?
