You would think he was terrible, but he actually allows the ducks and gulls to partake (somewhat). If they get too close and too pesterful he gives them a little nip. Oftentimes the good people that feed him, like Joel and Skip, and Lois and Serena, will put food for out the ducks away from where Mr. Swan is feeding, or they stay nearby and shoo the ducks away, until Mr. Swan has had a good amount.

No, I wouldn’t think he was terrible for being a swan. Compassion is a luxury that some human humans get to express and/or enjoy. But certainly many humans act more like swans when it comes to the haves and have nots.
