That float is what remains of the Rockmore Floating restaurant that used to be in Salem Harbor.
They sold quart sized Coronas to people who drove 1000 hp go-fast boats (they sold them to others as well). Salem Harbor was a scary place to be when the Rockmore shut down on weekend nights and all those boats tried to head out all at once.
The toilets were on a separate float. That float was also off of the State Fish Pier a couple weeks ago. When the restaurant was operating the toilets flushed directly to Salem Harbor. Gross.

Are those toilets on the roof? Maybe for relieving oneself of all the Corona.
