Your post asks for an identity of the older girl. Do you know who the younger child is and is the photo definately taken in Gloucester? As Fred said, it really looks like a rope walk and I have been trying to find out exactly where on Western Avenue it was located. If you know where the photo was taken (the street area) it would help to identify the area of the rope walk. I have no idea who the children are.
I think that the rope walk was in the field north of Western Avenue where all the houses that were south of Western Avenue were moved to to create Stacey Boulevard.

‘across the river’ towards western ave was my thought too. the first two photos are mirror images. which is the correct orientation?
