It is an otter. This is heartbreaking and tragic. A beautiful intelligent animal.

River Otter, Second dead one I’ve seen lately, the other was in the inner harbor in Rockport MA by the Sandy Bay Yacht Club. They are around. Am guessing population is increasing since we seen two within a couple of weeks.
