It’s a Northern Pipefish (Syngnathus fucus)! It is closely related to the Seahorse. They are common up here in the summer months and can be found most often in eel grass beds. I’ve seen them in marinas and hanging around docks but they blend in very well and take a sharp eye to spot them usually.

If I remember correctly, that is a Pipefish.
