It’s a Lumpfish! (Cyclopterus lumpus) aka lumpsucker. They are very common in the Gulf of Maine. We usually see green ones. I’ve had orange and pink in the aquarium at Maritime Gloucester.

It is a lumpfish. The males of the species turn reddish when they reach sexual maturity and are looking to breed. The females stay the greenish blue color.
This male really wants to attract a female!

What is that between its fins that looks like a suction cup?

It’s a suction cup! Their pelvic fins form an adhesive disk to hold on to the substrate. We had one that enjoyed spending its time suctioned to rock crab!
