Most seasoned voters, wherever they cast their ballots, might recall a fabled local candidate who despite never winning, continues to run and run and run. Year after year, election after election, in the same tattered tweed jacket, Jim ‘Buddy’ Chum is undeterred by yet another embarrassing rejection. He’s the punchline for a running joke about a joker who keeps running…and losing.
