Good Morning Gloucester 
When I was growing up, we lived on Western Ave just over the hill from Stage Fort Park. In those days this building was called the Rest House. It had a first aid station in back & up above a room with rocking chairs as a place to get in out of the weather when it rained. At the other end of the building was a snack bar run by Mr Bradstreet. My friend Donna worked there one summer. The building sure looks great now & brings back fond memories. thanks for posting
