City Of Gloucester Police Chief Len Campanello Reflects on His First Year and Looks Forward To the Next With The Good Morning Gloucester Readership
Hi Joey,
Just thought I would drop a note to your readers as my first year as Chief of Police comes to an end. It has gone by very fast and first and foremost, I want to thank the City Administration, the officers and staff of the Gloucester Police Department, and most of all the residents of Gloucester for their assistance, guidance, and support throughout the year. Whether it was a hurricane, a super storm, an earthquake, flooding or any crisis we faced, the support has been tremendous and I truly appreciate it.
We have accomplished a lot in the past year. We have addressed some of the major issues that the Police Department faced and have worked diligently at forming collaborations with the community in as many ways possible. We have also started to change to a philosophy of what we are calling “alternative policing” in keeping with the needs and desires of the community. Alternative policing entertains the notion that the police have many options, not simply arrest, in dealing with situations and we need to develop as many partnerships as possible with the community in order to take advantage of all of them. From an in-house perspective, we’ve made some changes, both tangible and philosophical, that should bode well in the future. These include changes in our command structure, accountability, policy and procedure, training, Records Management, and IT support. While the list of all changes is probably too long for me to write down here, I welcome any discussions your readers would like to have with me regarding any issues, or changes that are being made.
Coming up, we have our second Citizens Police Academy gearing up for October 15 and I’d invite your readers to apply. It will be twice a week for four weeks and encompass just about everything we do on a daily basis (we include tours of Middleton Jail as well as Ride-Alongs and an opportunity to fire our service weapons). This is a great way for police and residents to interacts in a positive atmosphere. Please call the station and ask for Lt. John McCarthy for more info. We will also unveil our SAFEWATCH program, designed to assist in interactions between the police and those who may have a mental issue which would otherwise make an encounter with police inflammatory. SAFEWATCH also assists in returning those who would have a propensity to wander back to their safe environment. We are partnering with Cape Ann NAMI ( National Association of Mental Illness) on this. We are excited to be at the forefront of building positive relations with this segment of the population, and their families who often live with fear that something may happen to their loved ones. We will be addressing drug issues in very noticeable ways, with the ideas of Alternative Policing in mind. Coupling with my previously mentioned strategy of zero tolerance for drug dealers, help for drug users, and cooperation with the community, we have forged a strong partnership with Healthy Gloucester Collaborative and are working regionally with communities such as Danvers and Beverly to share ideas and blanket this problem so that we address the issue from all angles. Another first for Gloucester.
On a daily basis, we continue to work on quality of life issues and plans for addressing issues with animal control, neighborhood disturbances, and concerns surrounding our reservoirs and quarries. Over the winter months we will be developing strategy with the DPW and Environmental Engineering to help solve some of these QoL issues.
Joey, thank you for all your support this past year and for providing me with an outlet to reach so many in Gloucester, and a very heartfelt thanks to your readers, whose engagement of their community makes my job so much more fulfilling. The Gloucester Education Foundation awarded the Gloucester Public School District $143,000 for programs for the 2013-2014 school year as part of GEF’s Fall funding cycle.

September 26, 2013…Gloucester, Mass.— The Gloucester Education Foundation (GEF) has awarded a total of $143,000 in funding to the Gloucester Public School District (GPSD) for a variety of programs at all of Gloucester’s seven elementary, middle and high schools for the 2013-14 school year. GEF’s Board President, Maggie Rosa, and Executive Director, Christina Raimo, made the check presentation to the District at the September 25 meeting of the Gloucester School Committee.
Among the programs being supported through GEF’s funding this year are:
· a new “wet lab” at the O’Maley Innovation Middle School to provide students with hands-on experiences in studying the life sciences;
· the week-long Summer Engineering Adventure, which sent 40 Gloucester students to explore the laboratories on the Cambridge campus of the Massachusetts Institute of Technology;
· scientific field studies, ballroom dance instruction, and drama productions at all of Gloucester’s elementary schools;
· the addition of a ShopBot® digital router to the Cabinet Design & Innovation program at Gloucester High School;
· a new District-wide visiting artist program;
· Soundfields® amplification systems for all elementary Grade 2 classrooms;
· summer preparatory classes for students taking advanced-placement courses in chemistry, English literature and composition, history and economics;
· the O’Maley Afterschool Program;
· participation by Gloucester High School teachers in the Building Learning Communities Conference, held in Boston in July and the May 1 education forum held in Gloucester.

Beautiful Saturday September Morning
I awoke this morning before dawn to film sunrise and found a sweet gift of Virgilios sauce and amazingly fat rigatonis in the basket on my front porch. I am recovering from a leg operation and my friend Catherine Ryan called at the very moment that I was trying my personal recovery technique–on the floor doing a shoulder stand, with phone in hand–and she really got an earful. Thank you Catherine for listening to me complain about itchy leg braces and hospitals. I gave her the wrong impression though because I can walk and work–I just cannot sit or stand in one place for very long.
After putting the sauce and pasta in the cupboard I left to go film, and once again, the exquisite Great Blue Heron was there at Good Harbor Beach fishing amongst the reeds. For the third morning in a row I have observed a flock of cormorants leaving Salt Island en masse to fish with the gulls in the outgoing surf along the shoreline. I wonder, do they sleep there every night?
Next stop was to a friend’s home on Rocky Neck to drop off peaches from my garden. The light was hitting the Sailor’s Stan’s sunflowers perfectly and I just had to stop and take several snapshots.
By now it’s after 8:00 and I almost always go to yoga on Saturday mornings but because of the stitches, thought better of it and instead went to measure a new border at the Gloucester HarborWalk.
Blooming today at the HarborWalk are asters, goldenrod, annual rudbeckia, and salvia.
Next stop was the farm stand and then on to Pick Your Own at Long Hill in Beverly. In case any pollinators stop by, I prefer to leave my own zinnias growing in the garden and just love the array of colors in the Long Hill garden mix.
All this gorgeousness before 10:00 and I still have a work day if front of me, but it’s been a September Saturday morning I won’t soon forget! For all these gifts, of friendship and of the beauty that surrounds, I am counting my blessings.

Mike Murray’s Gloucester Visit
Hey Joey, I visited Gloucester once again on Saturday and had great fun.
I sailed in the footsteps of my ancestors on the Thomas E Lannon schooner.
Had a fabulous dinner at Passports and lucked into a block party.
I mingled with locals and truly enjoyed my stay. This is what makes Gloucester so unique.
Now unfortunately I also entered into the redundant mode. When I first entered Gloucester naturally I stopped in at Oakhill cemetery.
The grass was mowed this time which was a plus. However, a 40 ft branch that crashed upon a good size section of headstones and completely engulfed them as you entered the cemetery has kept my in need of maintenance visitation streak alive and well. I don’t know what it is about Gloucester and its lack luster upkeep of cemeteries but apparently they just aren’t important enough for people to care. Either that or people are just have too much fun to pay attention?
I will make the notification calls to Malden Catholic Cemetery division but how long would it remain like this if I didn’t visit ? How long has it been like this and has just been mowed around instead of proper maintenance?
I’ve learned to like Gloucester for what it offers in the present and to see it like it truly treats the past.

On Tuesday, October 8, the Cape Ann Chamber of Commerce will host a Gloucester Mayoral Candidates Debate between the two candidates whose names will appear on the November 5 Gloucester municipal elections ballot, incumbent Mayor Carolyn Kirk and challenger Mac Bell.
The debate will be held at the Elks at Bass Rocks, located at 101 Atlantic Road in Gloucester from 7:30 to 9:00 am. This event will be open to Chamber members and the general public.
A limited number of tickets are available for $35 in advance or $40 week/day of for Members and $50 for Future Members. Fee includes a continental breakfast and attendance for the debate. Check-In, breakfast and networking will be held from 7:30 to 8:00 am and the debate will follow from 8:00 to 9:00 am.
Questions will be posed by a panel of Cape Ann journalists. If you have questions that you would like considered for the candidates, please submit them to peter@capeannchamber.com.

Carolyn A. Kirk, Mayor, City of Gloucester, Massachusetts
Carolyn A. Kirk is the first woman popularly elected as Mayor of the City of Gloucester. Mayor Kirk is currently serving her third two year term. Prior to being elected Mayor, Mayor Kirk served two terms on the Gloucester School Committee. Mayor Kirk came into office during turbulent times in the city. During her initial mayoral campaign, she emphasized the need for reforms, regaining fiscal control, and her professional management experience in the corporate sector.
With the City’s finances stabilized, and significant infrastructure investments made, Mayor Kirk is now focused on improving the quality of life for all residents, economic development and long-term capital planning for the city’s elementary schools.
Mayor Kirk’s professional career spans over 20 years. She is a long-time management consultant, specializing in the field of customer relationship management (CRM), with industry expertise in financial services. Career highlights include employment by Fleet Financial Group in the early 90’s and by IBM Global Services as an Executive Consultant in the late 90’s. Mayor Kirk’s clients have included many of the Top 20 banks in the US, along with Fortune 500 companies.
Mayor Kirk also started her own successful consulting practice which afforded her the flexibility to spend more time with her family, and launch her political career. She and her husband Bill Kirk have two children, Sam, 16 and Baylee, 13. Both are enrolled in Gloucester Public Schools.
A graduate of the Boston College class of 1984, Mayor Kirk was born and raised in Clinton, NY and moved to Massachusetts to attend college. She moved to Gloucester in 1988, and was drawn to the diversity and beauty of the city.
Mac Bell, Candidate for Mayor of Gloucester
Mac Bell, a life-long resident of Gloucester, is a well-known and successful real estate developer whose projects include the Gloucester Mill, Downtown Plaza, the Pathways expansion development on Emerson Avenue, and 33 and 44 Commercial Street. In 1973, Bell was elected to the Gloucester City Council and served two terms as the youngest city councilor ever elected. He also ran a retail operation called The Glass Sail Boat that he financed in its fledgling years by working as a union laborer and a commercial fisherman. The Glass Sailboat was a downtown fixture for 31 years providing services, products, and employment opportunities. Over the years Bell’s retail and commercial real estate ventures have provided hundreds of jobs to local residents.
In 2011, Bell contracted with Endicott College to bring day and evening Associate and Bachelor degree programs with flexible scheduling and small class sizes to support the needs of students in Gloucester and the greater Cape Ann area. The following year, 2012, Orange Leaf Yogurt was brought in to sweeten up Main Street Plaza. Bell has focused on the beautification of his beloved Gloucester and takes pride in being a champion of tree planting, anti-litter, and sustainability initiatives in the city.
Mac Bell has five children: Pip, Winnie, Timba, Sylvie, and Joe who are the 5th generation of Bell’s to have grown up in Gloucester.

On behalf of Mayor Carolyn A. Kirk and the City of Gloucester, the Committee for the Arts (CFTA) will be hosting three days of mural celebration this coming weekend at City Hall September 27-29th during Trails & Sails 2013.
*There’s a special lecture from conservator Peter Williams on Friday night, September 27, 2013, at 7PM, Kyrouz Auditorium, City Hall.
*Also stop in anytime from 1-3pm both Saturday and Sunday; City Hall will be open! Special guest Susan Erony will offer a guided talk both Saturday and Sunday at 1:15PM.
Year round, when City Hall is open, make time to see these beautifully painted and detailed murals. We are fortunate to have such holdings and it’s so important to preserve this part of history. The Committee for the Arts expresses thanks to the City of Gloucester CPA funding, the Bruce J. Anderson Foundation, private donors, and individuals for their generous donations in response to the Committee’s ongoing effort to raise funds for the care and restoration of these murals.
