In recognition of the efforts of our local merchants to remain open during this difficult event, please continue to support local businesses. All restaurants and coffee shops are open. We continue to receive water from Manchester, and will again begin receiving water from Rockport tonight.

Cape Ann’s Youth are Invited to Apply

In celebration of the 25th Mayor’s Cup Race, the Cape Ann Chamber of Commerce and Sail Gloucester are offering spots for youth aged 13 to 21 aboard participating schooners. Sail training spots are available on a
first come, first serve basis in response to this invitation. In 2009, SailGloucester, an initiative organized from the City of Gloucester’s Mayors Office, is supporting the 25th Annual Gloucester Schooner festival, organized by the Cape Ann Chamber of Commerce, in a joint mission with local sailing and maritime organizations to ensure the sail training spots are available to Gloucester and Cape Ann youth. Volunteers from SailGloucester will be coordinating the Youth Sail Training program as well as being visible with information desks or kits at information distribution points during the 25th Annual Gloucester Schooner Festival.  With limited spaces available aboard the vessels, and as time is of the essence, please ensure that this invitation and information is circulated to your organization’s leadership for sail training programs in order that your eligible young people are invited to your membership with a request that all interested youth reply to this email as soon as possible, and no later than September 1, 2009.

H1N1 Flu Vaccine Info From The City Of Gloucester

UPCOMING FLU SEASON

This fall, as always, there will be flu vaccine clinics throughout Cape Ann.  However, there is one element which complicates this flu season and that is the presence of the novel H1N1 virus.  If H1N1 virus had appeared earlier than April, it would have been included as one strain in this year’s seasonal influenza vaccine.  However, since it appeared later in the spring, a separate vaccine had to be produced.  So this year we will have two different sets of vaccines-Seasonal Flu Vaccine and H1N1 Flu Vaccine.

Seasonal Flu
It is important to note that while the seasonal influenza won’t protect you from the new H1N1 flu, it WILL protect you from the seasonal flu — which will likely be circulating at the same time that H1N1 flu is circulating. This year, seasonal flu vaccine will be available early in the fall (September and October) and may even be available by the end of August. Health Departments throughout Cape Ann will be planning large coordinated vaccine clinics. In addition, seasonal flu vaccine will be offered in Gloucester Public Schools.

Vaccination is recommended for all persons who wish to reduce the likelihood of their becoming ill with influenza or transmitting influenza to others should they become infected, however it is especially recommended for all children 6 months – 18 years, persons with chronic health conditions, immunosuppressed, receiving long-term aspirin therapy, residents of long-term care facilities, and those who will be pregnant during flu season.

H1N1 Flu
Alternatively, the H1N1 vaccine is taking a little longer to be produced and may not be available until mid-October. Two doses of the H1N1 vaccine (administered 3-4 weeks apart) will be recommended for full immunity. The Centers for Disease Control state that there will be plenty of H1N1 vaccine for all who want it but the initial shipments should be prioritized for the following groups who have been shown to be at highest risk from complications of this novel flu virus. Those groups are pregnant women, household and caregiver contacts of children younger than 6 months, health care and emergency medical services personnel, children 6 months through 24 years, and persons 25 years through 64 years with medical conditions associated with higher risk conditions.

Once the H1N1 vaccine is received, Health Departments will partner with doctor’s offices, schools, and day care centers to make sure high risk individuals are offered the vaccine. In addition, large clinics will be held throughout Cape Ann for other eligible residents. Flu outbreaks evolve in unpredictable ways; it is impossible to know whether this outbreak will decrease, remain the same, or grow in coming weeks, and whether the illness will remain at its current severity which, on the whole has been relatively mild.

The following groups are at risk from complications of H1N1 and should contact their provider if they experience the signs and symptoms of flu-like illness (fever, cough, sore throat, body aches):

  • children < 2 years old
  • persons > 65 years old
  • adults and children who have immunosuppression
  • pregnant women
  • children and adolescents (less than 18 years) who are receiving long-term aspirin therapy who might be at risk for experiencing Reye syndrome after influenza virus infection

    Because there is no vaccine for H1N1 influenza, public health officials remind all Massachusetts residents to continue taking simple steps to keep themselves and others healthy.

  • Wash your hands frequently with soap and warm water or use an alcohol-based hand sanitizer.
  • Cover your cough with a tissue or cough into your inner elbow and not into your hands.
  • If you are sick stay home from work and if your child is sick keep them home from school or daycare for 7 days, or 24 hours after symptoms go away-whichever is longer.  Click here for a letter to parents about H1N1.

Water Supplements

The DPW continues to run 2 supplemental chlorination stations, one in West Gloucester, one in East Gloucester, and will be installing 2 additional stations, one in Magnolia and one in the Eastern Point area. The Chlorine levels are rising in these areas so you may experience an increased chlorine smell from the water.

Bond Hill Water Level

The water levels in the Bond Hill storage facility are presently at 9’6”, with a 1’ 4” gain overnight.

Test Results from Wednesday, August 26, 2009

Test results from samples taken on Wednesday August 26 were received on Friday, August 28th indicate that the system is stabilizing. The results from Thursday, August 27th are expected to be available late afternoon on Friday, August 28th.

Information Updates

We now have a dedicated phone number together with a recorded message that any citizen can call at any time for an update. That phone number is 978…. The message will only be updated as the situation changes. If the message does not change you can assume the situation has not changed either.  The city website has been updated.  http://www.ci.gloucester.ma.us.

Impact on Schools

Schools will open as scheduled. Bag lunches will be served Tuesday, Wednesday and Thursday. School lunch menus will be printed in the Gloucester Daily Times and will be available on the school website. Complete arrangements have been made for drinking water for the students. Students will be allowed to wash their hands and immediately use hand sanitizers. Hand sanitizers will be available throughout the school.  As soon as the boil water order is lifted, all water pipes and all the schools will be flushed.

Low Water Pressure/Discolored water

We realize that there may be low water pressure and discolored water in certain area of the city. This is a byproduct of the flushing of the water system and is necessary to get chlorinated water to those areas.

Frequently asked questions regarding the water situation:

When can we expect a lifting of the Boil Water order?

After we receive two consecutive days worth of zero coliform hits and we agree with whatever additional testing and oversight issues the DEP requests.

How will I know when the boil water order is lifted?

Code Red will be activated, the media will be notified, the city web site will be updated, the signboards located at Grant Circle and the Boulevard will be changed, and the 978… message will be changed. We will also request Cape Ann TV to post on channel 12 and 20.  Blogs will also be notified such as Cape Ann online and Good Morning Gloucester.

Just what is a “hit” in reference to coliform testing?

A hit means there is presence of coliform at that testing location. It is a simple (+) yes there is coliform or (-) no there isn’t coliform present.

What is the allowable amount of positive hits normally?

The DEP measures coliform hits on a % basis.  5% (+) results for coliform of all testing done on a monthly basis is acceptable.

How many sites are tested per day?

Normal testing occurs weekly at 10 standard locations throughout the city. If a (+) hit is discovered retesting is required within 24 hrs. All testing takes 24-28 hours to get the written analysis of the test results back to the DPW/administration. If a retest comes back (-) normal testing on a weekly basis resumes. If this retest comes back (+) additional tests of that location as well as locations up and down stream of the original (+) are taken. Any (+) tests are required to be retested until testing indicates a (-){zero coliform} If testing starts to show a trend of increased (+) hits then testing is increased to every other day throughout the city. If the trend of (+) hits does not appear to be lessening quick enough testing is done every day at many locations based on historical data and test results from previous days. This process is reflected in the hits recorded during this incident which showed small amounts of hits initially requiring retesting, an increase in hits over several days requiring additional daily testing sites, and a current decline in hits resulting in less testing sites daily.

When does the City get notified of a potential problem?

When the total number of (+) coliform hits exceed 5% of the running total of tests done calculated on a monthly basis.  If this limit is not exceeded during the 30 days a final report is issued to the city showing all the test results. As long as the % is under 5% the City is not notified. It is normal to have a small number of hits which are retested and these hit numbers are recorded but no notification is required.

Why were we not notified earlier about the fact that the water is “bad”?

The Mayor’s Office was not notified by the DEP until Friday afternoon, August 21st.  We immediately notified citizens of the boil water order issued by DEP via a Code Red call.

Have I been drinking contaminated water?

There is nothing to indicate that there is anything in the City’s water supply to make anyone sick.  The boil water order put in place by the DEP is to err on the side of caution until chlorine levels are where they should be.  Low chlorine levels could allow bacteria to get into the water supply.  No test results have indicated the presence of e-coli or fecal matter in the City’s water supply.

Are there any plans for the City to distribute bottled water, as had been done in the Town of Milford?

At the present time, there are no plans to distribute bottled water.  It is recommended that you boil your water for one minute before consuming.

What are the restaurants who are open serving their patrons?

Restaurants that remain open are most likely following the guidelines set forth by the Board of Health.  Some restaurants chose to close, while others obviously have decided to remain open.

If I only have to boil my water for 1 minute why do restaurants have to boil theirs for 5 minutes?

Although boiling water for a full minute will kill any bacteria present, if a homeowner fails to do this the impact will be on the health of a few number of people in that household. If a restaurant feeding dozens or hundreds of people over the course of the day makes the same mistake the health of a much larger number of people is put at risk. That is why food service vendors are required to boil their water for five minutes instead of the one minute for home consumption.

If we are being asked to conserve water, why do I see hydrants running in the street?

Hydrants are being opened in a selected manner to draw chlorinated water through the system to kill the coliform bacteria. Normally chlorine is injected into the water delivery system at the Bond Hill storage site. Opening these hydrants forces water to be drawn from Bond Hill throughout the system.

Will school open on time?

All schools will open on time. Students will have bag lunches Tues, Weds, and Thurs. even if the boil water is lifted before then. This is because the school department wants to ensure that all the water lines in all the schools as well as the underground pipes feeding into the schools are completely flushed. This flushing cannot take place until after the boil order is lifted. In the interim school water fountains have been secured, drinking water supplies will be available within the schools, and additional sanitizing devices have been placed in all the schools.

CODE RED QUESTIONS AND PROBLEMS:

I did not get the phone call about the boil water order, but I did get the Mayor’s phone calls.  What is wrong with the system?

The Code Red alert system was just recently installed and we had not had the opportunity to run our testing as anticipated before being pressed into service. People can re-register their information on the City’s website.

I answered my phone, but the call “clicked off” and no message was delivered

There obviously were several “glitches” with the system which we have discussed with Fire Chief Dench, who is the City’s liaison with Code Red, and the vendor. They are currently being addressed.

City Of Gloucester Water Situation Update

Unified Command / Public Information Officer

The Unified Command system is in constant use with representatives of the Administration, DPW, Board of Health and Fire Department meeting as needed to evaluate the situational status and plan accordingly. The School Department has just come on board with the incident management team to plan for opening day. Deputy Fire Chief Miles Schlichte has been named as the Public Information Officer for the duration of this event. We are still receiving water from Manchester. This help from our neighbors along with the help previously received from our other neighbors has been crucial in helping us to manage this situation.

Western Avenue which was damaged by the water break is being repaved today, August 26th.

Bond Hill Water Level

Water levels in the Bond Hill storage facility rose from 8.3 feet yesterday to 10.4 feet as of this morning. Continued water conservation from residents along with the influx of Manchester water is helping to raise the levels.

Test Results from Monday, August 24, 2009

Test results from samples taken on Monday and received 24 hrs later on Tuesday, August 25th indicate coliform levels comparable to the previous day. Levels are still not at an acceptable level. The Western Avenue water break negatively impacted coliform levels in the system by stirring up sediment in the pipes and was expected. We need to have two consecutive days of zero coliform readings in the entire system to lift the boil water order for the entire city.

Information Updates

There were technical difficulties in creating a dedicated phone line. Those problems have been corrected. We now have a dedicated phone number together with a recorded message that any citizen can call at any time for an update. Than phone number is 978-282-8080. The message will only be updated as the situation changes. If the message does not change you can assume the situation has not changed either.  The city website has been updated.  www.ci.gloucester.ma.us.

There is a continuous loop of a radio interview conducted by Rick Moore with PIO Deputy Schlichte running on MSO web radio at http://www.moorestuffonline.com.

Last night’s Council meeting was carried on Ch20 not CH12 as expected. We apologize for any confusion.

Impact on Schools

The incident management team is meeting today to plan for the opening of school. As it currently stands, school will open as scheduled. A plan to allow for meals and sanitary facilities is being created by the food service provider and the school administration in the event that the boil water order is still in place when the school year starts. A water flushing plan is also being put in place in conjunction with the school department plumber. This plan will initially consist of flushing of the water system around the schools via fire hydrants and a flushing of all interior water lines before school opens as well as supplemental flushing as soon as the city water system recovers.

Summary

The Incident Command Staff is meeting regularly and contingency plans are in place in case the situation should worsen, but things are slowly and steadily improving.

Bond Hill Water Level

Progress continues in maintaining the water levels at Bond Hill and through continued water ban and conservation efforts we expect the levels to rise overnight. Increasing the levels at the Bond Hill water storage facility is crucial in ending the ban and boil water order. Please conserve water – the more you conserve, the faster we can get out of this
