2024 Campaign for Ward 1

RE-ELECT “Cool headed” Scott Memhard, Ward 1 City Councilor

Dear Ward 1 Friends and neighbors:

            My name is Scott Memhard. I ask for your vote re-electing me  your Ward 1 City Councilor.   My experience and perspective will best serve you as we work together and City Hall.

I’ve lived and worked in Gloucester over 40 years.  My wife Martha Oaks, Curator at Cape Ann Museum, was born here. Our three kids, Ian, Larry and Marie all went to East Gloucester, played local sports, attended college, and are blessed to still live and work nearby.  The eldest of our four grandchildren started 1^st grade at the beautiful new East Veterans School on Webster Street.  I myself am a graduate of Amherst College.

            As President of Cape Pond Ice Company for 40 years, where I work with my son Larry, I have weathered many challenges confronting Gloucester’s groundfish industry, harbor planning & land use. 

Before elected office I also served our community as a Director & Board President of:

·    The Sawyer Free Library, the Gloucester UU Church, and the Cape Ann Chamber of Commerce.

·     I’ve also served on the boards of Maritime Gloucester, Cape Ann Commercial Fishermen’s Loan Fund, Phyllis A Marine Association, and our Gloucester Fisheries Commission

·     I am a Corporator of the Cape Ann Savings Bank,

I use the slogan “cool headed” because I am in the ice business, but more importantly because I know how to listen, to balance conflicting interests, and to not get overly excited.  In our politics today, this is more important than ever. 

A few Recent   progress and accomplishments I have worked to help achieve:

We have a fantastic new Elementary School for Ward 1.

We have finally resolved thorny summer beach traffic and Beach parking, with on-line reservations.

In Ward 1 we have re-paved Hartz St., Harrison Avenue, Bass Avenue, Thatchers Road, and shortly Mount Pleasant Avenue, with newly replaced water and gas infrastructure.

I have worked with residents to re-pave some of our worst Private Roads through our Betterment paving program:  Starknaught Heights and Oxford Road, 8 streets around Brier Neck and Salt Island, and Souther Road…  We have made a start to improve the busily traveled private ways of Beach Road and Brightside Avenue.  After 7 years, Ten abutters on Haskell Court will now finally have reliable private water service and a repaved roadway.

We have new affordable housing at the Cameron’s Harbor Village, and I look forward with you to the YMCA’s new affordable senior housing downtown,  and a new Gloucester Lyceum and Sawyer Free Library, such an important investment for our families and children for generations to come.

We need to work together to address the challenges facing Gloucester, without undue drama or inaccuracies.  I have hosted regular neighborhood meetings to get constituent input and ishare information – on topics as wide ranging as Ten Pound Island and Living with Coyotes, to local development projects, proposed zoning changes, and access to City Budgets and website.

I value the unique beauty of our neighborhoods, the quality education in our schools, our City’s cultural richness.  I respect our taxpayers and their precious tax funding of our municipal infrastructure and services .  Like most of you, I have limited patience for unnecessary bureaucracy, waste and nonsense. 

City Councilors to help you navigate and get what you need from City Hall.  We facilitate access to the Mayor’s office and all the City’s departments.   I’ve served 8 years on the Budget & Finance sub-committee, and have worked closely with those Department Heads as we review their budgets for staffing, capital investment and contracts.

We do need new zoning frameworks which respect neighborhood character, but also encourage affordable housing opportunities.  We need more mixed industrial, marine technology for local jobs, filling the void left by a shrunken fishing industry.  And I am working for a sidewalk along Farrington Avenue, connecting Niles Beach with the Back Shore.    We have a beautiful City; let’s take care of it together with true “Gloucester Pride”!

Work has been progressing at Our Lady of Good Voyage in the tower restoration project for several weeks now. The church is listed on the National Register of Historic Places and this major project has been eagerly anticipated. If going according to plan, it should be completed soon.

Visit North Shore Arts Association for the final days this season and enjoy hot cider, baked goods, and fine art! The Holiday Pop-Up takes place on November 4^th 10 AM – 5 PM and November 5^th 12 – 4 PM. This will be your final chance to purchase art and say goodbye before we close up the building for the winter.
