Just a guess, but I thought possibly they are here to dispose of the toxic soup from the dredging.

The National Grid remediation project is huge, it is not just a clean up of Solomon Jacobs Park.They are going to be dredging several feet of contaminated sediments out of a huge area of the harbor over the next few years. There will be many more barges of containers to come, these will barely get the project started. Check out the link from Joey’s post on Oct. 27th for more information directly from National Grid.
