This is a wire splicer.  Remember those thick cable wires I’ve shown pictures of in the past?  This contraption is used to splice to wires or loops back into existing wires.  They crank down on the vices to make it work.  You can splice most nylon rope by hand but you’re not going to splice thick wire by hand, I can assure you.
