Every February except for Leap Years has 4 Sundays, 4 Mondays, etc. 4 x 7 =28. I don’t understand why it says it happens once in 823 years. Can you explain it?

It seems to me that this happens every year other than a Leap Year, because February normally has 28 days, therefore 4 Mondays, 4 Tuesdays, etc.

When February has 28 days, every year except leap years. Thus, except for leap years, it always has 4 of each day of the week. It happens 3 out of every 4 years and not once in 823 years.

Am I missing something? Doesn’t every 3 out of 4 years have 28 days? 28 divided by 7 days equal 4 of each day?
